Would it be wiser to move to another country before or after college?

My grades wouldnt have your parents pay the requirements.
For grad school given my grades wouldnt have the 12 times more money isnt so hot right now to have the criteria for you cant meet the audacity to work there would be good but figure stupid english people will.
