Where is a good place to hold a first birthday party?

We live in the kansas city area and his birthday is in November so outside is out of the question. There will be about eight kids at the party, and about 20 adults. I wanted to just have a small get together to fit our small apartment, but we have a lot of relatives in town for a wedding that same week. I am feeding everybody dinner as well as cake, but we are on a very tight budget. Any advice would be much appriciated.

My husband Brings home 800-850 a week but when insurance kicks in, in June about 750.
Advice on budgeting, what do you do and how to get by on husbands income.
My husband is 23 and is an ASE Master Tech for Pontiac GMC or an Auto Mechanic, just one who has tons of schooling.
They start at 20 buck an hour or so.
