Budgeting problem, please help, i need advice?

My husband doesnt really know how to budget. He is the one who is handling my money/salary, that means my money is always at risk too. I feel so bad whenever i see the money wasn’t spend wisely. Before, he didn’t even give me money at all but i complained to him so he gave me a little bit of the money that i am earning. I feel like the situation is so unfair. I’d like to take my debit card away from him but i don’t know how to tell it to him without him being offended. I am thinking to open a new account so i can just always deposit my paycheck to my new account but if these happen, how do i share when paying bills like apartment, food, internet, phone? How many percent i am supposed to share which is fair to him and fair for me too. We don’t have kids yet.

He is earning like around $3,600 per month and i’m just earning $1,300 per month.
