How does an employer budget a salary?

Hi,
Hi,
My manager has budgeted £22808 for my salary this year, but I know I don’t get that! Is she budgeting in tax, insurance, pension contributions etc out of that? I work part-time, does that make a difference?
A workmate salary is budgeted at £42280 and she works full time and doesn’t get anywhere near that either?!!
Can anyone explain what’s happening?
My manager is on leave for 2months and I can’t wait that long to find out!!
